Enhancing Smart City Operations through Scalable Data Platforms
A Case Study of How Patterson Consulting Helped CUIP modernize its data platform by integrating Kubernetes and Kubeflow with NVIDIA DGX-A100 GPUs, enabling scalable, self-service access to accelerated computing resources
CUIP's Platform Challenge
CUIP's researchers were struggling to use older methods of data platform resource allocation such as SLURM to build data pipelines and machine learning models. Work was slowing down due to difficult to manage workflow tools and older hardware.
Patterson Consulting's Solution
The Patterson Consulting team accelerated the CUIP data platform by:
The Center for Urban Innovation and Planning (CUIP) is leading a pragmatic approach to smart city development by focusing on actionable, data-driven solutions rather than speculative automation. Through its Smart City Test Bed, CUIP collects real-time data from city infrastructure—particularly from intersections—and transforms raw sensor streams into high-quality, actionable information. This information enables more informed urban planning, enhances mobility intelligence, and supports data-driven insurance optimization. By making previously inaccessible city data usable, CUIP empowers stakeholders to reduce costs, improve operational efficiency, and increase the overall productivity of city systems.
At the core of CUIP’s strategy is the belief that modern cities can be better managed through enriched knowledge work and advanced analytics. By investing in systems that turn sensor data into insight, CUIP helps insurers more accurately model risk, predict incident likelihood, and tailor products to dynamic urban conditions. Their work provides a replicable framework for how real-time data and intelligent infrastructure can drive measurable value in insurance and municipal operations alike.
CUIPs Data Platform Challenge
As CUIP scaled its Smart City Test Bed, the volume and complexity of incoming sensor data—including audio, video, air quality, RADAR, and LIDAR—grew exponentially. While the organization had the technical talent and infrastructure to support advanced analytics, its legacy data platform, built on outdated orchestration tools like SLURM, struggled to handle the increased load.
Data pipelines and machine learning workflows experienced performance bottlenecks, slowing the transformation of raw sensor input into usable insights. These limitations posed challenges to delivering timely, high-quality data crucial for applications such as insurance risk modeling and urban mobility analysis.
Project Results
To address CUIP’s data processing challenges, Patterson Consulting engineered and deployed a modernized compute platform centered around high-performance NVIDIA DGX-A100 GPUs. By integrating these GPUs with Kubernetes and Kubeflow, Patterson enabled a scalable, self-service environment for CUIP’s researchers. The new platform allows seamless access to Jupyter notebooks, source code, and accelerated computing resources, significantly improving the team’s ability to analyze raw sensor data, develop advanced data pipelines, and train complex machine learning models. This transformation accelerates CUIP’s ability to generate timely, high-value insights—directly benefiting use cases such as predictive analytics and insurance risk modeling.
Accelerating Smart City Knowledge Work with Modern Tools and Hardware
CUIP’s smart city research demonstrates how technology and data platforms can significantly improve the operational efficiency of urban environments. By integrating real-time data from infrastructure—such as intersection sensors—into a centralized platform, CUIP transforms raw inputs into high-quality, actionable information.
"Patterson Consulting was critical in helping CUIP build out a GPU-cluster for building near-miss collision detectection machine learning models."
CUIP engineers are able to accelerate their research with advanced hardware such as the NVIDIA DGX-A100. This enables more effective urban planning, advanced mobility management, and data-driven insurance optimization. The result is a measurable reduction in city operational costs, increased scalability of municipal infrastructure management, and enhanced fiscal oversight—proving that data-centric technology is essential to running modern cities more efficiently and sustainably.
